For Type 3, toilet tissue shall be uniform in color, sheet formation and shall be trimmed with clean, smooth edges. Clumps of undispersed fibers or thin looking areas are evidence of poor formation. The tissues shall be perforated so that the sheets can be evenly and completely separated. For all types there shall be no defects that affect appearance or serviceability.
2.3 Certification Clause. The supplier shall certify that the toilet tissue shall not clog or interfere with the water flow of waste lines or septic tank systems, and that it shall be nontoxic and harmless to humans.
3. Quality Assurance. Unless otherwise specified in the contract or purchase order, the contractor is responsible for the performance of all inspections and tests. The Government reserves the right to perform any, or all, of these inspections and tests it deems necessary to assure conformance of the product and adequacy of the contractor’s inspections and tests. Each lot of toilet tissues shall be inspected for conformance to the requirements specified herein. For inspection purposes a lot shall consist of all tissues of one NSN offered for inspection at the same time. Unless stated otherwise, sampling shall be in accordance with MIL-STD-105, as described below.
3.1 Sampling for examination and tests shall be performed in accordance with MIL-STD-105, using the plans as specified in Table 2, unless otherwise stated. The sample unit shall be ten consecutive sheets selected at random from one roll.

TAPPI TESTS- shall be in accordance with MIL-STD-105 with an Inspection Level S-2 and an AQL of 4.0 percent defective. The sample unit shall be one fully prepared shipping container.
3.2 Packaging, Packing, and Marking. Sampling shall be in accordance with MIL-STD-105 with an Inspection Level S-2 and an AQL of 4.0 percent defective. The sample unit shall be one fully prepared shipping container.
