2.1 Bleaching. To obtain an acceptable brightness, a chemical bleaching process may be used. When specified, (See Section 7), the bleaching process shall not include the use of chlorine, chloride dioxide or hypochlorite. Certification of compliance shall be made available upon request by the Government.
2.2 Workmanship. For types 1 and 2, toilet tissues shall be clean and free from dirt spots, holes, or tears 1/16 inch or larger, or more than 5 dirt spots, holes, or tears less than 1/16 inch in one sheet; shives or slivers 1/8 inch or more than five shives or slivers less than 1/8 inch in length in one sheet; any foreign matter, undigested paper, or unbleached waste. Toilet tissues shall be uniform in color and shall be trimmed with clean, smooth edges. Sheet formation shall be uniform. Clumps of undispersed fibers or thin looking areas are evidence of poor formation. The tissues shall be perforated so that the sheets can be evenly and completely separated. For Type 2, the perforations between the two plys shall coincide.
