2.4 Style and Dimensions. Napkins shall be three-ply and eight folded. When unfolded, the napkin shall comply with the following dimensions:
Area- 0.175 sq. meter (272 sq. inch) minimum
Length- 40.6 cm (16 inch) minimum
Width- 40.6 cm (16 inch) minimum
2.5 General Requirements.
2.5.1 Odor. Napkins shall have no disagreeable odor, either wet or dry.
2.5.2 Color. Napkins shall be white and uniform color.
2.5.3 Finish. Napkins shall be creped or embossed.
3. Bleaching. To obtain an acceptable brightness, or color, in accodance with this document, a chemical bleaching process may be used. When specified (see Paragraph 7) the bleaching process shall not include the use of chlorine, chlorine dioxide, hypochlorite, or other chlorine containing compound. Certification of compliance shall be made available upon request by the Government.
4. Regulatory Requirements. The contractor shall certify that the napkins offered shall include a minimum of 30% postconsumer recovered materials in accordance with CFR 40 Part 250. The Government reserves the right to require proof of such conformance prior to first delivery and thereafter as may be otherwise provided for under the provisions of the contract.
