Tissues shall be white, made from bleached chemical fiber and available in types as specified. The tissues shall be individually cut and, as specified above. If other than the interfold is selected, then the open side of the tissue shall be facing towards the dispenser’s opening such that the end of the tissue can be used to pull it out of the dispenser. If interfold is required, the tissue dispenses a portion of the following tissue.
NOTE. If creases or the finished size of the tissues, make it impossible to prepare specimens of the required size from the tissues, tests shall be performed on the large roll of paper, before cutting and packaging.
3.3 Softness. The tissues should be soft to the touch and non-abrasive to tender skin such as that around a human nose. Softness should equal or exceed that of commercially available tissues such as puffs plus soothing care or kleenex cold care tissue.
3.4 Workmanship. The tissues shall be free from holes, lumps, lint, shives, slivers, dirt, abrasive particles and foreign material of such size, quantity or distribution pattern as to adversely affect the serviceability or appearance of the product. The tissues shall be of uniform size, color, formation, with clean-cut edges and free from disagreeable odors.
4. REGULATORY REQUIREMENTS. The contractor shall certify that the product offered shall contain a minimum of 10O/.postconsumer fiber as defined by the Paper Products Recovered Materials Advisory Notice (Paper RMAN) and the Executive Order 12995 dated March 25, 1996. The Paper RMAN is found in the Federal Register, Vol. 61, part IV dated May 29, 1996. The Government reserves the right to require proof of such conformance prior to first delivery and thereafter as may be otherwise provided for under the provisions of the contract.
5. PRODUCT CONFORMANCE. The products provided shall meet the salient characteristics of this commercial item description, conform to the producer’s own drawings, specification, standards and quality assurance practices and be the same product offered for sale in the commercial market. The government reserves the right to require proof of such conformance.
5.1 Testing. Sampling for conformance to the physical attributes of ASTM D4369 shall be conducted in accordance with the applicable TAPPI test methods tests in the Commercial Item Description. (Note: See TAPPI T400 for specific sampling instructions and acceptance criteria.)
