C. Type 1 seat covers shall fit and feed satisfactorily from a Rochester Midland Dispenser Model No. 25131500 or a James River Dispenser Model No. 726 or a Protecto Model No. Vanguard 9270. Type 2 seat covers shall fit and feed satisfactorily from a Rochester Midland Converting Dispenser Model No. 25132000 or James River Dispenser Model No. 724. or a Protecto Model No. 9247. Types 1 and 2 shall meet the requirements of Table 2.

D. The contractor shall certify that product meets the salient characteristics of this description. The toilet seat covers shall not clog or interfere with the water-flow of waste lines or septic tank systems, and that it shall be non-toxic and harmless to humans.
E. Color- Type 1 and Type 2 toilet seat cover shall be furnished in White color.
F. Workmanship. Type 1 and 2 seat covers shall be clean, free from dirt, holes, tears, foreign matter, and defects which affect service ability. Covers shall be uniform in color and formation.
4. REGULATORY REQUIREMENTS. The contractor shall certify that the product offered shall contain a minimum of 200/0 post-consumer fiber as defined by the Paper Products Recovered Materials Advisory Notice (Paper RM.AN) and the Executive Order 12995 dated March 25, 1996. The Paper RMAN is found in the Federal Register, Vol. 61, Part IV dated May 29, 1996.
4.1 Bleaching. To obtain an acceptable brightness, in accordance with the performance standards of this document, a chemical bleaching process may be used. When specified in the ordering data, the bleaching process shall not include the use of chlorine, chlorine dioxide, or other chlorine compounds. The Government reserves the right to require proof of such conformance prior to first delivery and thereafter as may be otherwise provided for under the provisions of the contract.
